Join us at the Twentieth Annual Governor's Conference on Substance Abuse as we prepare for the next millenium. "Developing Skills for the Future" promises to be an exciting and informative conference.

The present environment of managed care and the complex issues surrounding the client of the nineties compels us to look more closely at what is effective treatment in the field of substance abuse. Mark Hubble, Ph.D. has done extensive work in solution focused brief therapy. His experience as a psychologist, national trainer, and consultant has placed him in a position to give an interesting and provocative presentation on the clinical skills that will be needed for the future. "Escape from Babel - Honing Clinical Skills for the Next Millenium" promises to be a critical look at treatment in the future.

The prevention field in substance abuse continues to change. Diminishing funding sources, new models of community planning, new partners and collaboration - all contribute to the rapid rate of change. Barbara Jacobi is a skilled and efficient senior manager for Jacobi Associates. Her experience in strategic planning and organizational development, as well as her knowledge of service delivery systems in the field of substance abuse prevention, provides a great backdrop for her presentation on "Preparing for the Future of Prevention."

All participants will be invited to choose two breakout sessions to attend. The topics have been selected with the help of the Advisory Group for the Training Project. The target audience of treatment counselors, nurses, prevention specialists, SAFE community coordinators, public health workers, social workers, and all other helping professionals will find energetic and informative presentations.

General Barry McCaffrey was confirmed by unanimous vote of the U.S. Senate as the Director of the White House Office of National Drug Control Policy (ONDCP) on February 29, 1996. He serves as a full member of the President's Cabinet and as the senior drug policy official in the Executive Branch.

General McCaffrey has graciously accepted an invitation by Governor Branstad to address the Governor's Conference on Substance Abuse if his schedule allows.

Monday Afternoon Breakout Sessions:

1A Brief Solution-Oriented Therapy: A competency based approach to treatment by Mark Hubble, Ph.D.
This session explores what works in treatment and how to hone skills to meet the needs of clients.

1B Preparing for the Future of Prevention: A follow up to the keynote by Barbara Jacobi, M.S.
This workshop follows the keynote and builds further on how behavioral health practioners can develop skills and knowledge for the future.

1C Cognitive Therapies and Relapse in the Treatment of Substance Abusers by Anne Helene Skinstad Psy.D., Program Director of the Addiction Training Center, U of I; and Karen Cocco, Ph.D., Assistant Professor in the Addiction Training Center, U of I.
This workshop will explore basic cognitive therapeutic techniques and models for relapse prevention.

1D Working with SAFE Communities by Deborah J. Synhorst, B.S., Substance Abuse Prevention Consultant; and Anne VanMaanen, B.A., Coordinator, Iowa SAFE Community Program (GASA)
This presentation will provide an overview of the revised manual for the SAFE Community Program. Discussion of the certification process and collaboration will be included.

1E Cultural Diversity: African American Population by Jelani Kafela, DMC Coordinator for the Division of CJJP
This workshop will explore the rich diverse culture of African Americans and how it impacts substance abuse, its prevention, and treatment.*

1F Developing an Ethical Practice by Joseph Kupfer, Ph.D., Professor of Philosophy, ISU
This workshop will explore ways for substance abuse professionals to develop ongoing ethical practices. Special attention will be given to current controversial topics.**

1G Ethics for Prevention Specialists Part I by Susan Mowrer, CPS, Director of Prevention, Boone County Prevention and Community Service
This session explores the ethical dilemmas encountered by prevention specialists in their work, using the Code of Ethics from the National Association of Prevention Professionals and Advocates as a framework.**

Tuesday Morning Breakout Sessions:

2A Group Skills for Treatment Counselors by Anne Helene Skinstad, Psy, D., Program Director of the Addiction Training Center, U of I; and Virginia Spiegel, Ph.D., visiting assistant professor in the Substance Abuse Counseling Program at the U of I.
This workshop will explore techniques and strategies that counselors can use in group sessions.

2B Preparing for the Future of Prevention by Barbara Jacobi, M.S.
This workshop is a repeat of the session held Monday afternoon.

2C Cognitive Substance Abuse treatment in a Prison Environment: the Final Report on the Violator Presentation by Keith B. Crew, Ph.D., Associate Professor UNI, and Christopher Richards, Research Assistant Iowa Consortium, U of I
This presentation will explore the Violator Program and examine the results of the four year evaluation including cognitive gains, recidivism, and demographic variables.

2D Working with Volunteers in Substance Abuse by James Copple, National Director, Community Anti-Drug Coalitions of America
This presentation addresses the basics of working with volunteers: recruitment, confidentiality, motivation, accountability, and evaluation.

2E Rural Iowa and Substance Abuse by Joan Blundall, M.A., Associate Director, Seasons Center for Community Mental Health; and Deb Hammes, B.A., Prevention Supervisor at MECCA.
This presentation will explore the culture and values of rural Iowans. Special emphasis will be placed on how they interact with agencies and substance abuse.

2F Confidentiality and Substance Abuse by Arthur Schut, M.A., Director of Mid-Eastern Council on Chemical Abuse
This practical presentation will discuss the federal confidentiality laws and the legal ramifications for substance abuse agencies and professionals. This workshop taken with 1F on Monday will fulfill CEU requirements for Ethics.**

2G Ethics for Prevention Specialists (Part II)
This session is only open to those attending Part I.**

The Iowa Board of Substance Abuse certification (IBSAC) has awarded 9.5 CEUs for the conference.

Lodging
The Hotel Fort Des Moines is located in downtown Des Moines at Tenth and Walnut.

A block of rooms has been reserved for participants at the Hotel Fort Des Moines at the following rates: $39 single, $49 double, [$10 for each additional adult]. Reservations may be made by calling (515) 243-1161. Please mention the conference when making reservations.

Parking
Ramp parking is available directly across the street from the Hotel Fort Des Moines. The hotel offers free parking to overnight guests. Participants not staying in the hotel will be responsible for their own parking expenses.

Meals
Lunch will be provided to pre-registered participants on the first day. Walk-in registrants will be given lunch if space permits. A brunch of muffins and fruit will be offered on the second day.
