How does the criminal justice system respond when an enormous increase in an illegal
conduct, of a primarily private nature, makes full enforcement of the law impossible, and
when there is widespread doubt about the rationale for making the conduct illegal? This
question guided our analysis of the responses and opinions from members of the criminal
justice system.
