April 22, 1998: Governor signs legislation increasing penalty for simple possession of marijuana from a simple misdemeanor (six months in jail) to an aggravated misdemeanor (two years in prison), making metabolites of marijuana a controlled substance for the purpose of obtaining a conviction for driving under the influence of marijuana, and allowing urine testing of motorists upon "reasonable suspicion" that the motorist is operating under the influence of marijuana (including metabolites).
